Programme on Source Separation of Domestic Waste
Commendation Scheme 

The Commendation Scheme on Source Separation of Domestic Waste will be held annually from 1 April to 31 March of the subsequent year. It consists of two parts and the details are as follows: 

I. Letter of Appreciation

A Letter of Appreciation will be issued to any housing estate / residential building which has fulfilled the following criteria [1]:

(1)      Signed up to join the Programme on Source Separation of Domestic Waste (the Programme) and completed the setting up of waste separation facilities by 31 October [2]; and

(2)      Distributed or displayed a notice with a photo/floor plan showing the designated location of the waste separation facilities at prominent locations within the estates / buildings for at least two weeks consecutively for two times within the assessment period, to inform residents that their housing estate / building has joined the Programme and encourage them to participate [3]; and submitted a copy of the notice distributed / displayed as proof.

 

  

II. Award Scheme

Assessment Period

The assessment period of the Commendation Scheme is 12 months from 1 April through 31 March.

Eligibility

(1)       Signed up to join the Programme and completed the setting up of waste separation facilities by 31 October [2]; and

(2)       Submitted all monthly records of recyclables and refuse statistics before the end of assessment period [4]. Please keep the receipts of recycler(s) and organiser(s) of collection programmes for verification.

Awards

(1)       Diamond Award
Any housing estate / residential building with an average total recyclables quantity equal to or greater than 30 kg/household/month will receive a Diamond Award.

(2)       Gold Award
Any housing estate / residential building with an average total recyclables quantity equal to or greater than 22 kg/household/month but less than 30 kg/household/month will receive a Gold Award.

(3)       Silver Award
Any housing estate / residential building with an average total recyclables quantity equal to or greater than 17 kg/household/month but less than 22 kg/household/month will receive a Silver Award.

(4)       Bronze Award
Any housing estate / residential building with an average total recyclables quantity equal to or greater than 10 kg/household/month but less than 17 kg/household/month will receive a Bronze Award.

(5)       Certificate of Merit
Any housing estate / residential building with an average total recyclables quantity less than 10 kg/household/month will receive a Certificate of Merit.

Special Awards

(1)       Award for Enhancement
Housing estates / residential buildings with an increase of at least 5 kg/household/month in average total recyclables quantity as compared to the previous assessment period will receive an Award for Enhancement.

(2)       Award for Lowest Waste Disposal Quantity
Housing estates / residential buildings which are among the lowest 1% in waste disposal quantity (measured in kg/household/month) and have received the Bronze Award or above will receive an Award for Lowest Waste Disposal Quantity.

(3)       Award for Promotion
Housing estates / residential buildings which organised activities actively to promote the Programme (determined on the basis of the nature, number and frequency of the activities and participation rate of residents in these activities) will receive an Award for Promotion.

Starting from 2017/18, promotional activity about "Clean Recycling" is a mandatory item of this Award.

Any housing estate / residential building wishing to be considered for this Award should submit the Record on Promotional Activities together with photographs, attendance records, questionnaires or any proof of residents’ participation, not later than 10 weeks beyond the end of assessment period.

[1] Housing estates / residential buildings which have received the Letter of Appreciation before will not be issued the letter again.
[2Housing estates / residential buildings implementing the Programme after 31 October will be considered in the Commendation cycle of the following year.
[3]This requirement is not applicable to those housing estates / residential buildings which have already distributed / displayed designated notices in previous assessment periods.
