Source Separation of Domestic Waste
Overview
The Programme on Source Separation of Domestic Waste aims to encourage and assist property management companies to provide waste separation and recycling facilities within housing estates or residential buildings. This facilitates residents to participate in separating waste at source, thereby increasing the amount of recyclables collected and reducing the quantity of waste disposed of.
Residents only need to sort their recyclable materials (such as waste paper, metals, and plastics) and place them in the recycling bins or designated collection points within their estates or buildings, which is very convenient.

Free Waste Separation Bins
- Facilitate residents separate recyclables from their waste by category
Enhance Estate Image
- The Environmental Protection Department (EPD) holds Annual Commendation Scheme. Participating housing estates with full submission of recyclable figures within the assessment period will be awarded a Commendation Certificate according to their recycling performance
- The names of participating estates and their respective property management companies will be shown in EPD website as recognition
Publicity, Education and Technical support
- Education and promotion support by the EPD
- Provide suggested outlets for recovered recyclables for selection and arrangement by participating housing estates
Who can join?
The Programme on Source Separation of Domestic Waste covers most public and private housing estates and residential buildings, together with Government quarters, university quarters and student halls, etc.
How to join?
The Management Company, Incorporated Owners' Committee or Owners' Committee could enrol online or download the application form and return the completed form to EPD by email to fax.
Free 3-colour recycling bins
New Bins
Housing estates / buildings can apply for free waste separation bins for placement on the ground floor of each building block or commonly accessible areas via the Environmental Campaign Committee (ECC)’s Promotion Programme on Source Separation of Waste.
Replacement of bins
Apply to ECC for bin replacement if the existing bins are damaged or deteriorated, and have been used for:
- 3 years for Plastic bins
- 5 years for Metal bins
(For other replacement reasons, ECC Secretariat will consider the application on a case-by-case basis.)

The EPD will provide assistance to participating housing estates / residential buildings, including:
- Advising on suitable locations for placing waste separation bins
- Application of free waste separation bins or provision of bin supplier information
- Assistance in identifying downstream recyclers

- Bin stickers
- Publicity materials on clean recycling
- Support for promotion activities
