Overview

With the commencement of the paper pulping facility in 2026, the local waste paper recycling chain will undergo an upgrade and transformation. The Environmental Protection Department (EPD) introduced Waste Paper Pulping and Export Services in March 2026 to expand the types of paper accepted for recycling. In addition to cardboard (corrugated fiberboard), newspapers and office paper, paper items with lower fibre value or mixed materials (such as paper bags, packaging boxes and wrapping paper) that meet specified quality standards are also included in the recycling scope. Waste paper collected from various districts will be further processed locally into paper pulp and then exported for processing into paper products.

The Services - Waste Paper Pulping and Export Services

To further enhance local waste paper treatment capacity in Hong Kong, the EPD introduced the Waste Paper Pulping and Export Services in March 2026. The service contractor will receive local waste paper and process it into pulp products, thereby reducing reliance on waste paper exports and enhancing local treatment capacity. This will facilitate the upgrading and transformation of the local waste paper recycling chain.

Under the contract, the contractor is required to provide economic incentives during the Service Period to purchase local waste paper that meets the specified quality standards, i.e. waste paper not contaminated by water, other impurities, waste, etc., from waste paper collectors and recyclers at a price not less than the Designated Purchasing Price (DPP), which will be reviewed regularly in accordance with the prevailing purchase price of the highest quality corrugated paper and paperboard in Guangdong Province of the Chinese Mainland. The contract also specifies a Designated Minimum Price (DMP) to ensure that collectors and recyclers purchase waste paper from frontline waste paper collectors at a price not less than the DMP, thereby maintaining demand and price stability in the local waste paper recycling market, and supporting the sustainable operation of the entire recycling chain. The Government will regularly review and announce the DPP and DMP.

We hope that the contract will encourage clean recycling and help maintain or enhance the overall quality and market competitiveness of local waste paper, thereby supporting the entire waste paper recycling industry and promoting employment opportunities in the industry, particularly for frontline collectors.
